Funksionimi i KQZ-së është problemi me madhor i përgatitjes se zgjedhjeve parlamentare. Ky është konstatimi i koalicionit te vëzhguesve vendore ne raportin e dyte te ndërmjetëm për procesin elektoral te 23 qershorit. Sipas koalicionit deri me tani per shkak te mungesës se 3 anëtarëve, veprimtaria e KQZ ka qene e paplote dhe nuk janë përmbushur detyrimet qe rrjedhin nga kodi zgjedhor. Duke e identifikuar KQZ si institucionin kyç për përgatitjen e zgjedhjeve nga 19 rekomandime, koalicioni i vëzhguesve vendore 11 ia ka adresuar këtij institucioni. Ndërkohë qe edhe rekomandimi kryesor për partitë politike ka lidhje serish me plotësimin e KQZ. Sipas koalicionit te vëzhguesve vendore është me rendësi qe klima politike ne këtë fushate elektorale te jete e qete dhe pa incidente; partitë duhet te shmangin përdorimin e fëmijëve ne fushate, si dhe duhet ndaluar përdorimi i burimeve te administratës shtetërore ne nivel lokal apo qendror.
