"Vizion Plus" ka mësuar se Sekretari i Përgjithshëm i Presidencës i është drejtuar me një letër zyrtare homologut te tij ne Ministrinë e Mbrojtjes duke i kërkuar shpjegime lidhur me emërimin e zotit Ferdinand Kreshpa, ne krye te Flotës Detare. Ne tekstin e letrës nder te tjera thuhet se duhet një arsyetim i vendimit te ministrit Imami për këtë emërim, qe është konsideruar nga media dhe opozita si shkelje e hapur e Kushtetutës. Selia e kreut te shtetit është ne pritje te përgjigjes zyrtare nga ana e dikasterit te mbrojtjes dhe ne varësi te kësaj përgjigjeje do te jete edhe reagimi. Nëse institucioni i Imamit do te pretendoje se emërimi i Komandantit te Flotës është kompetence e ministrit, atëherë burime te "Vizion Plus" kane mësuar se çështja do te shkoje për interpretim ne Gjykatën Kushtetuese. Por nëse arsyetimi është se Zoti Topi emëron vetëm gjeneralët, ne këtë rast kjo lëvizje është nul dhe procedura për Komandantin e Flotës Detare duhet ne nise nga e para.
