The last South Korean workers return home from a suspended industrial complex in North Korea.
The North halted work last month at the Kaesong Industrial Zone and rejected talks amid escalating tensions between the two countries.
Angry at U.N. sanctions and joint South Korean-U.S. military drills, the government has threatened both countries with nuclear attack in recent weeks.
It also held back the last seven South Korean Kaesong workers this week, citing last-minute checks on taxes and wages.
About an hour before their return, South Korea sent two vehicles loaded with cash payments for the North.
A Kaesong chairman thanked everyone who helped bring employees home and expressed hope work could return to normal as soon as possible.
The joint venture opened in 2004 as part of a sunshine policy of engagement, with 123 South Korean companies producing clothing and other goods and employing local workers.
