On Monday, the International Atomic Energy Agency began an eight-day inspection of the facility, which suffered a partial meltdown following the 2011 earthquake and tsunami.
At a press conference, Tokyo Electric Power Company's vice president admitted his company is falling short of its goals to decommission the plant following several leaks, power outages and equipment failures.
IAEA officials refused to speculate on the situation, until they've seen the plant for themselves.

Representatives of the 13-member mission will probe contaminated water leaks and the site's water storage facilities.
