Congress party has locked horns with Gujarat chief minister Narendra Modi alleging he's pushed 'a watered down version' of the Lokayukta bill in the Gujarat Assembly. Despite the Congress protests, Modi has gone ahead as he faces criticism that his state has been without an anti-corruption body since 2003 but the jury is out on whether Modi's Lokayukta is too soft to be effective.
