Tappi is considered as one of President Asif Ali Zardari’s closest aides and has been widely known a key power player in the Lyari gang wars.
Justice Sarmad Usmani was visibly frustrated as he remarked, “who is this Tappi and why no one has filed an FIR against him yet?”
The petitioner Mehmood Akhtar Naqvi told the court that Owais Muzaffar Tappi is ruling the Sindh through senior member board of revenue. Tappi is behind the scene chief minister of Sindh, he added. The petitioner said these people were involved in selling lands and inflicting loss on national exchequer.
Justice Sarmad Jalal Usmani inquired that everyone talks about Tappi, “Who is he and as to why case has not been registered against him.” He inquired from senior member revenue Shazar Shamon if he knows Tappi. Shamon said he does not know him. He, however, acknowledged that he had heard the name of Tappi in media.
Mehmood Akhtar Naqvi told the court that over 150 cases have been registered against Tappi, Shazar Shamon and others and in these cases they had caused loss of billion of rupees to the national kitty.
He took the plea that Owais Muzaffar Tappi has unleashed loot and plunder spree in connivance with the revenue officers including Yar Muhammad Bozdar, Hammad Chachar, Manzoor Ali, Aftab Pathan and Shazar Shamon.
Justice Khilji Arif Hussain remarked “everyone has one’s dignity and prestige. Has he (Naqvi) any evidence against these people, he questioned.
Mehmood Akhtar Naqvi said he would prove the allegations. Owais Tappi and Yar Muhammad Bozdar are minting money by using fake stamps of the State Bank of Pakistan. These people got regularised the land at the rate of Rs10,000 per acre on national highway which cost Rs30 million per acre
