Henrietta Fore on New Approaches to US Foreign Assistance.In January 2006, Secretary of State Rice announced a major change in the way the US government directs foreign assistance to transitioning and developing countries around the world. This reform focuses on facilitating one overarching goal: 'Helping to build and sustain democratic, well-governed states that will respond to the needs of their people and conduct themselves responsibly in the international system.'
