Jammu and Kashmir Chief Minister Omar Abdullah's recent comment where he said that security cannot be given to every sarpanch has angered Sarpanches in the Kashmir Valley. Omar's decision to not enforce the 73rd amendment aimed at empowering Sarpanches, further assing to the woes of the village heads.
