The leader of Montenegro's governing party has claimed victory in the former Yugoslav state's parliamentary elections. With 94 percent of the votes counted, an independent count gave Milo Djukanovic's DPS 45.6 percent which could mean horsetrading to secure a majority. The official results will be available later this week.
