Armed with just flimsy nets, government-sanctioned dog catchers are tasked to rid the streets of all stray dogs in the Kashmiri capital of Srinagar. They are backed by the local population, who say the strays attack young children, and bark at the old people. The dogs are feared, dreaded, and hated. People say there has been a recent increase in dog attacks. There are over 91,000 stray dogs on the streets of Srinagar alone.
