Parts of Louisiana are soaked. Slidell, north of New Orleans, the roads look more like canals. Trees tops could be seen above the
flooding in this Plaquemines parish --- south of the New Orleans.
While Isaac has been downgraded from a hurricane to a tropical depression, Louisiana officials say it isn't over yet.
SOUNDBITE: Mayor Mitch Landrieu saying:
"The game is not over until the game is over and a lot of stuff can still happen. (EDIT) I know a lot of you are cooped up in your homes without power. I know what that is like."
Authorities say they are in the process of evacuating at least 60,000 people in Louisiana and Mississippi.
