Syrian activists say at least 21 people have been killed by government forces, during a visit by UN observers to a town in Idlib province.
The activists say soldiers opened fire on a funeral procession in the town of Khan Sheikhoun on Tuesday.
The UN has confirmed that several of its vehicles were damaged by an explosion during their visit.
