Almost a decade since the September 11, 2001, some experts say reforms to US intelligence gathering in the aftermath of the attacks are ineffective and putting the country at even greater risk.
The creation of the Office of the Director of National Intelligence (DNI) was intended to ensure all federal agencies shared intelligence and worked together to prevent another attack.
But some say the organisation remains too weak to perform its role effectively.
