Congress General Secretary Rahul Gandhi said that the Congress-led UPA government at the centre has been making polices for the welfare of the poor and downtrodden. “The Congress-led UPA government at the centre implemented a lot of welfare schemes like NREGA, programmes for health and education. But the Uttar Pradesh government never implemented these policies effectively and the poor and downtrodden could not avail the benefits, said Rahul Gandhi.
