Bulgarian authorities have seized more than 4,000 kilos of hash near the capital Sofia.
Fishermen are said to have retrieved the cannabis from the Black Sea, before it was moved to a warehouse where the police found it.
The head of the organised crime unit says the drugs came from Morocco and were destined for EU countries, Belgium and Holland.
