The World Health Organisation (Who) says the Philippine government needs to step up support for public healthcare as more slums spring up in the capital Manila.

Part of the problem is the country's low level of spending on public healthcare, which is less than two per cent of its annual budget.

The government says it is working towards a more comprehensive health plan for all Filipinos.
