About 20,000 Maoist fighters remain in containment camps in Nepal, waiting to be rehabilitated into society or allowed to join the Nepalese army.
As part of a peace deal with the government after years of rebellion, the Maoist fighters, after UN verification, understood they would be integrated into the Nepal army and security services.
But three years on, this hasn't happened ... something they see as a broken promise.
