Zimbabwe's electoral commission says it needs $220m to hold a referendum on the new constitution and a general election next year.
A coalition government was formed in 2008 between President Robert Mugabe's Zanu PF party and Morgan Tsvangirai's Movement for Democratic Change after a disputed vote.
There is speculation that Mugabe's health could be the reason the president is now pushing for elections so soon.
