Following the first visit to Zimbabwe by EU delegates in seven years, the EU has said that sanctions against Robert Mugabe, Zimbabwe's president, and his most loyal officials will remain in force until more is done to implement the country's power-sharing agreement.

The delegates held talks with both Mugabe and Morgan Tsvangirai, the country's prime minister, and raised their concerns over human rights violations and the slow pace of reform.

The sanctions include a travel ban on Mugabe and 200 of his closest Zanu-PF officials, and a freeze on their assets in the EU.

But are these measures helping or should the West re-engage with Zimbabwe as it struggles towards change?

Inside Story with presenter Shiulie Gosh discusses with guests George Shire, a Zimbabwean academic at the Open University in London, Ayesha Kajee, a researcher at the South African Institute of International Affairs, and John Clancy, a spokesperson for the European Commission for Development and Aid.
