The people of U.P got only promises in the past 22 years. No development took place said Rahul Gandhi while addressing an Election rally in Pratapgarh as part of his campaign for Congress. The Congress General Secretary also said that the state of U.P, being the most populous state in the country, is lagging behind while all other states are developing fast.
