The Palestinian Spring is coming and will lead to the formation of a Palestinian state with Jerusalem as its capital; Palestinian President Mahmoud Abbas told thousands who welcomed him on his return to Ramallah. The Palestinian state will be won through peaceful protests and negotiations he declared adding he will not resume talks with Israel until settlement construction is halted. Abbas returned Sunday to the West Bank after talking before the United Nations General Assembly and submitting his request for a Palestinian state to be discussed by the Security Council in the coming days. Abbas rejected an initiative to return to peace talks with Israel drawn up by the Quartet. The initiative placed December 2012 as a deadline for reaching an agreement. On Saturday he called to open the 1994 Paris Protocols the financial addendum to the Oslo Accords for review .
