[Peng Shilin, Transport Official]:
"The road is very slippery after the rain water was frozen on the surface. It is better to spread cinders instead of salt. It could turn out to be a good thing so that roads are safe in the winter."
The cinders turned out to be very effective as vehicles passing through the road section no longer skid.
