The pilgrims were on their way to a mosque just west of the city to observe the end of Arbain, one of the major holy days for Shi'ite Muslims.
Scores of pilgrims have been killed in similar attacks over the last few weeks.
The new wave of bombings has fanned fears of a return to sectarian violence now that US troops have pulled out of the country.
