Shots can be heard and missiles are thrown at cars in amateur video uploaded to a social media website.
The government confirms clashes took place on Monday in the eastern province of Qatif, saying 14 people were injured including 11 policemen.
Qatif is home to a large Shi'ite population, some of whom argue they face discrimination from the Wahhabi Sunni government.
Riyadh blames the disturbance on an unnamed foreign power, usually a code for Shi'ite neighbour Iran.
In a statement the Interior Ministry vowed to use "an iron fist" against anyone compromising the country's security.
