11 innocent lives were lost today - killed after a briefcase bomb was placed at a gate just outside the Delhi High Court. It is a tragic yet familiar story. There were warnings - an explosion in May at the High Court is now being seen as a dry run. Yet, not one CCTV camera had been placed at the High Court.
