Japan's nuclear envoy met his South Korean counterpart in Seoul on Wednesday to discuss resuming talks on ending North Korea's nuclear program.

Although there has been some momentum towards resuming talks, South Korean president Lee Myung-bak first wants an apology from the North for sinking a South Korean warship and shelling a South Korean island last year.

Both Seoul and Washington are skeptical about the North's sincerity to give up nuclear weapons, discovering the North has made major advances in a uranium-enrichment program, which could open a second route to make an atomic bomb.
