After the revolutions in the Arab world, Europe is expecting a wave of refugees. But EU countries are ill prepared.The first refugees from Tunisia arrived by boat at the Italian island of Lampedusa. Unlike the Libyans, who are fleeing violence and chaos, the Tunisians are primarily fleeing economic troubles at home, where the unemployment rate in many places is 40 percent. The young Tunisians hope for a better life. And because they speak French, most want to go to France.
