United States Commerce Secretary Gary Locke has criticized the Chinese regime for falling short on its promises—promises to tackle piracy of U.S. business software and to open its market. At an investment conference on Wednesday, Locke said the fundamental problem was often "the distance between the promises of China's government and its actions." He said the United States would put more pressure on Chinese authorities in 2011 to follow through with their responsibilities.
