So he come up with a device which transmits false echoes readings to trick Phones into believing that an craft is nearby while he attacking a cruise ship transporting a long tube containing crude oil.
Phone is then suspend from duty to undergo a mental medical check-up, and Agent X20 disguise himself as a psychiatrist to make sure that he fails his check-up.
