I've seen dozens of tractor-trailers on snow-covered highways during blizzards and what always puzzlez me is how these businesses could place these tractor-trailers and the car drivers also on the road in harms way when the trucking companies know that federal trucking regulations require special caution in hazardous conditions. Tractor-trailer operators have special duties that typical motorists do not have under what is called the Federal Motor Carrier Safety Act (FMCSA). The Federal Motor Carrier Safety Administration oversees the operation of tractor-trailers, trucks, and buses operating on interstate highways.
