Hong Kong has a partial democracy. Half of its legislators are elected by the people, and the other half are elected by special interest groups. Now five Hong Kong legislators have resigned to push for special by-elections—elections they hope will prove that the Hong Kong people want the right to vote for *all* of their legislators.
