Fight against Biggs and Wedge and then Elvoret during the SeeD field exam in Dollet. You start the battle against Biggs and Wedge appears after a certain amount of time has elapsed. You don't need to do much here, just pound on Biggs and Wedge and after more time has elapsed, Biggs and Wedge will be sucked up by a tornado and Elvoret will appear. Make sure you draw the GF Siren from it. During the battle, use GFs to cause big damage to him and also attack him, since his magic defence is quite high. His Storm Breath attack can be quite damaging so watch out for that.
