The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Sunday morning, Feb. 16 said cloudy skies and scattered rains are expected over parts of Luzon and Mindanao in the next 24 hours due to the shear line, easterlies, and the Intertropical Convergence Zone (ITCZ).
