A report into an alleged incident of animal cruelty in Ipoh has been lodged with the Department of Veterinary Services following a video of the incident going viral on social media.
When contacted, Ipoh Society for the Prevention of Cruelty to Animals (ISPCA) president Ricky Soong said the incident occurred on Saturday (Jan 19) night.
