The ruling center-left Social Democratic Party claimed around 22% of the vote, four points ahead of the populist Alliance for the Union of Romanians.
Both have possible routes to form a coalition government.
With attention now turning to the presidential run-off when surprise first-round winner Calin Georgescu takes on pro-EU liberal Elena Lasconi.
