In the 1990s, a small coastal town in the south named Ping Hai experienced a series of brutal robberies that caused widespread panic. Xu Zhengyang, an upright and honest police officer from the north, arrives in Ping Hai to assist local crime investigation captain Song Hai in solving the case. Facing a bold and ruthless criminal gang, led by the crime lord Zhang Zhiqiang, who possesses excellent counter-investigation skills, the two utilize their expertise.
