Under the theme 'Mud and Revelry' and at a cost of nine million dollars, the third edition of Tobago's October Carnival would be held this week, and according to Assistant Secretary for Tourism, Niall George, all systems are go, with the Soca Titans kicking things off on Wednesday night.
