Police Lieutenant Colonel Santi Mendoza of the Philippine National Police Drug Enforcement Group confessed during a House quadcom hearing that he planned the assassination of PCSO Board Secretary Wesley Barayuga on the alleged orders of ex-PCSO General Manager Royina Garma.
Barayuga was shot dead.
