A Targeted Suspension, Not a Blanket Ban
Out of roughly 350 existing export licenses, the UK has suspended 30. Lammy was quick to clarify that this is neither a blanket ban nor an arms embargo. Instead, it's a targeted action aimed at preventing the use of British arms in ways that could violate international law.
"This is not a blanket ban. This is not an arms embargo," Lammy emphasized during his address to the House of Commons.
Concerns Over International Humanitarian Law
The decision follows a comprehensive review that raised red flags about the potential for some export licenses to facilitate serious violations of international humanitarian law. Specifically, the suspended licenses are those that could be used in the conflict between Israel and the Palestinian militant group Hamas in Gaza.
"There is a clear risk that some export licenses might be used to commit or facilitate serious violations of international humanitarian law," Lammy noted.
The UK’s Stance on Israel’s Right to Self-Defense
Despite this suspension, Lammy reiterated the UK’s continued support for Israel's right to defend itself, provided that such actions are in line with international law.
