The 39-year-old Franco-Russian billionaire was taken into custody on Saturday evening at Le Bourget Airport, just north of the French capital. According to sources, Durov had flown in from Baku, Azerbaijan.
France's Office for the Prevention of Violence Against Minors (OFMIN) issued the arrest warrant as part of a preliminary investigation into serious allegations, including fraud, drug trafficking, cyberbullying, organized crime, and the promotion of terrorism. The authorities accuse Durov of failing to take sufficient measures to prevent criminal activities on Telegram.
An investigator involved in the case stated, "We've had enough of Telegram's impunity," expressing surprise that Durov had traveled to Paris despite being a wanted man.
A Platform Focused on 'Privacy'
Telegram, headquartered in Dubai, has carved out a niche as a privacy-centric alternative to U.S.-based platforms, which often face criticism for exploiting users' personal data. The app has committed to never disclosing user information.
In a rare interview with right-wing talk show host Tucker Carlson in April, Durov explained that his inspiration for creating an encrypted messaging platform came after facing pressure from the Russian government while working at VK, a social network he founded before selling it and leaving Russia in 2014.
Durov shared that he attempted to settle in several cities, including Berlin, London, Singapore, and San Francisco, before ultimately choosing Dubai. He praised the city for its favorable business environment and "neutrality."
