Jason Lockley was well aware of Neil the Seal’s reputation for causing a stir by blocking the road whenever he felt like it.
On this particular day, Neil was up to his usual antics, happily lounging in the middle of the road.
However, this time, something was different—there was no traffic in sight.
The usually busy street was quiet, giving Neil the perfect space to have some carefree fun.
