President Lai Ching-te gave a rare English speech to open the global security dialogue known as the Ketagalan Forum, which also saw speeches from top global figures, including former Japanese Prime Minister Yoshihiko Noda, former Slovakian Prime Minister Eduard Heger, and former U.S. Ambassador to the United Nations and Republican presidential contender Nikki Haley.
