The suspect is 39-year-old Toby Shane Kessler, who does not have a fixed address and has a California driver's license. Authorities have secured an arrest warrant for Kessler on the charge of burglary in connection with the break-in. Surveillance footage from inside the office shows the suspect forcing entry through a back door and spending a brief period inside before leaving. It is unclear if anything was taken during the burglary.
