Light to sometimes heavy rains due to the southwest monsoon, locally called “habagat,” may affect parts of Luzon and Visayas over the next 24 hours, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Monday, Aug. 5.
