Studies show that around 2.1 million kids have become regular e-cigarette users since the FDA missed its deadline, with the majority using flavored products. The FDA has only authorized 23 e-cigarette products so far, none of them flavored. Hundreds of thousands of applications are still pending review due to a lack of funding for the FDA's work.
