A VAR review followed and after a short delay referee Michael Oliver awarded City a goal-kick, instead of a penalty or a corner.
And Chelsea fans took to X to vent their frustrations, with some claiming it was an 'insane' decision not to award a penalty.
One said: 'That is one of the most insane no-penalty handball decisions I have genuinely ever seen'.
Specsavers wrote: 'Breaking news: Handball now legal at Wembley,' while a third fan added, 'No logical reason not to give this'.
A fourth added: 'I've seen the light var is useless how can you check a handball deflection and then give a goal kick'.
Manchester City went on to book a place in the FA Cup final for the third time in five years after claiming a 1-0 win.
Bernardo Silva struck from close range six minutes from time to ensure City's hope of winning the double stayed intact.
