The Government has plans to criminalise rough sleeping in its Criminal Justice Bill. This would mean that anyone who has become homeless and is sleeping on the streets could be fined up to £2,500 or even jailed. Homelessness experts have warned that it is a "cruel" idea. And some Conservative backbenchers seem to agree.
