The Lapangan Tugu temporary street circuit in the small city of Bengkalis, in the Riau province of Indonesia, hosted a round of the 2019 Bengkalis Regional Road Racing Championship, sanctioned by the Indonesian Motorcycle Association (IMI), on Sunday, 14 July of that year. The event was overshadowed by a fatal accident that claimed the life of a spectator. Two other people received injuries.

The victim was Muhammad Syukur, 21-year-old, a resident of Jalan Bantan Gang Suka Maju in Senggoro Village, Bengkalis District, Indonesia. He was spectating the races near the corner of the Jalan Kartini arena, in front of the Bengkalis Regency Diskominfotik Office. During one of the races, two riders collided while rounding the corner and one of them fell down. Without a drive, his motorbike left the track and ploughed straight into the crowd. Due to the severity of the impact, the circuit barrier and the fence of the Bengkalis Communication and Information Service Office were broken.

Muhammad Syukur was hit by the out of control motorcycle and was dragged into the Diskominfotik Office yard. Another spectator sustained minor injuries and also the rider, whose name was not released, was injured.

Muhammad Syukur was rushed to the Bengkalis Regional Hospital where he was listed in serious condition. His older brother, Muhammad Amin who was at his side at the hospital, reported that after a critical period Muhammad Syukur was able to talk and people thought he would recover. Sadly, not long after being transferred to the Intensive Care Unit on the third floor of the hospital, he succumbed to his injuries, at 01h40 on Monday morning, 15 July 2019.
