These two women were sitting in an inflatable boat at the dock, and over time they decided to go back. One of the women then proceeded to get onto the dock and just as she got off and her friend started climbing out, a gust of wind flipped over the boat. This sent the lady already on the dock, back into the water along with the boat on top of her.
