Hundreds of kids living in emergency arrangements amid foster carer shortage

A shortage of foster carers in NSW means hundreds of vulnerable children are being sent to live in motels and caravan parks. Some of those children report being physically, emotionally and sexually abused while living in emergency arrangements.
